Anyone can start a thread. If you see a need for a particular thread then go ahead and start it. Most of the current sticky threads started as normal threads and then became sticky threads after showing that they were beneficial to the forum and its users -- they didn't start as sticky threads. If the thread proves helpful, useful, popular, and isn't duplicative of other forums it will surely stay on the first page for some time and then maybe the moderator may be inclined to make it a sticky.
