The fare rules do not require the passenger be a resident of the country the itinerary starts in. In theory you therefore could start your trip in CAI even if you are not a resident of Egypt. You would however need to do some research if any *A carrier has filed RTW fares ex CAI because Expertflyer does not show any (as reported above). I only see RTW fares of the Oneworld alliance from Hurgada (HRG) but nothing on *A from any airport in Egypt.
