The generic policy is a one-class upgrade (and if the next higher class is sold-out, the property can say "sorry, no upgrade for you"). Within that framework, properties can set their own policies with respect to specific room types. Typically they exclude room to suite upgrades. That said, I (and many others here) have gotten some really excellent FHR upgrades, well beyond what the policy requires.
