I noticed this lack of upgrade on my recent sfo hnd flight as well. I am not sure if it’s a new thing or it existed before but while booking tickets on jal website and selecting classes, I could sometimes see economy, upgradable, pe, business/first.

Upgradable as a separate class. Maybe that’s the reason.
