Acutally, FRA is the exception since there (for C pax) access is only given to the Welcome Lounge. See footnote 5.
Good to know incoming C can get in, seeing as the Arrival Services page mentions Business class pax only for FRA Welcome Lounge, but still leaves the issue of actually getting to the lounge in the first place.
