Yes and no.

Unlike in FRA, access is granted only to F pax or M&M status members, not to FTLs, other *G, or, crucially, arriving intercontinental J pax.
Additionally, even if you are SEN or F arrival, you'll have to go through transfer security to reach one of the MUC lounges, which is impractical, if it is even possible (not sure if departing BP is necessary)
