The same is generally true with AAdvantage, so the issue isn't AS blocking those seats. It is that CX is only releasing those seats to selective partners, but not its US partners. Unfortunately, being more selective to whom an airline releases its saver awards seems to be a trend, not just in OW, but in other alliances as well.
Are these flights showing up on Avios too (BAEC's or Qatar Prilvege Club's websites)? My expeirence is Avios-based programs are also seeing a lot less CX inventory than Cathay own members as well.
