Requiring airlines to display on time % or high cancelation frequency would have been great too, but it's more valuable on comparison sites and travel agents than individual airlines. Some sites might already use publicly available DOT performance statistics already.
I think that the new rules requiring easy refunds for cancelled or significantly delayed flights is both more significant and will hopefully entice airlines to have more realistic schedules and better operations.
