If you look at the terms and conditions it clearly states continental breakfast for some hotel brands (like JW) if there isn't a lounge....

the terms only say they have to provide breakfast. The breakfast standard for Marriott is just continental. It doesn’t specify St. Regis as a “full breakfast” or anything so the hotel can get away with providing just the basics.
