I think ScootPlus is more of a premium economy product than business. Certainly the seat is much more comparable to premium economy as well as pricing. Not that it is definitive in this case but Google Flights also classifies ScootPlus as premium economy not business.
Technically yes it definitely is more of a premium economy compared to other flights. However in the US, domestically that would be considered BC, and scoot already offers a "premium economy" section. All of this is in quotes because obviously in reality it's all a step down from other airlines. Plus is actually premium econ, premium econ is more like econ, and econ is a public bus. I'll probably just give it a shot if the line at regular is long and see what happens. I come in on a Wednesday at 5pm so hoping for luck.
