I don't have any special information but I find it difficult to see how they could do anything except give out new partner cards (and indeed Jokers) at the point of new year roll-over which for all of us will be 1st April 2025.
Any partner cards received by someone in their shortened year would have validity until 30th April 2026 and then in the new year (i.e. post-1st April 2025) cards handed out would have validity until 30th April 2027.
We can't accumulate unused partner cards so I don't think there is much advantage even for people who e.g. can give out partner cards after 8th February and again at year roll-over on 1st April 2025.

Everyone will be able to give out 2 Silver cards and 1 Gold that will expire 30th April 2026; and then 2 Silver cards and 1 Gold that will expire 30th April 2027.
(although the dates could be shorter if given to people still in the old year / the one before the shortened year).
