As noted, prior to September 2023 it wasn’t if you were hbo and doing a domestic flight. It isn’t a legal requirement in the Uk for internal travel. It has been introduced due to baggage reconciliation issues and applied to all passengers rather than just those with checked bags.
I am not sure why showing Id somehow would have any advantage for security anyway on an internal flight.
