We just checked in and were able to make changes during the process to move up to Row 20-22. We were a bit slow (only 15 min after getting the email to check in), and most of PP seats were gone, but we managed to grab the 2 of the remaining few.
Generally, but not always, it has openned uo an hour or two before checkin. The early birds get the best seats

It was been going on for more than a month and only impact a few of the flights. Also route a route get PremPlus service, most if not all of the flights new PremPlus seating. There are not enough aircraft to do that for SFO-IAD,
This always seems to happen when the actual aircraft tail is assigned, about 60 hours out. Seems mostly a sloppy assignment of aircraft and missing a proper setting,
