Depending on my mood at the moment I might request a supervisor (clarifying that you are not requesting a lead) to get them to explain where that is in the Contract of Carriage, Customer Commitment, or just anywhere on United.com or just leave and call Premier Baggage service to set up the BDO. Actually it looks like you can now create a BDO online yourself:

Of course that assumes you don't really care when the luggage shows up (i.e. just dirty laundry on the back end of a trip)... if I actually needed my bag in any sort of timely fashion I'd be more inclined to wait it out, since you're usually going to be waiting at least 4 hours for the delivery service in my experience, sometimes longer.
