My take is most housekeepers are in a rush and trying to clean as many rooms at possible.
One housekeeper aggressively ran after me down the hallway to say he doesn't get paid unless
I allow him entry/access to clean my room.

I too have had food and packaging missing @ select hotels however my guess is they aren't
likely stealing as they may assume
you want to dispose of it are through with it and wish to get rid of it.
So you almost have to leave a note on your items do not touch etc
On the opposite end sometimes they don't take old food away or room service and
welcome amenities that can stink up the room.So communication is clear.
Great job with trip reports BTW ET.
I prefer your reports to the best bloggers out there
