Are these passengers also in F or are they in Y? If Y then seems very strange behavior to me and surely is the exceptionrather than the rule. If you preboard an empty plane, why would one not want to place your carryon above where one is sitting? Especially so for a 1K or GS who presumably travel often.

Not sure the issue here. Those people are entitled as you are to place their carryon in those overhead bins? Besides it assumes the bins above those rows were existent, empty and suitably sized.
