I upgraded from Y-R with money and then tried applying PP to waitlist for J and it tried to charge me the Y-R upgrade in order to apply the PP. Had to get on chat to have it applied.
And yes, sometimes it just gives no option for whatever reason.

I always found it strange that the option to upgrade for money is gone if you are waitlisted. You'd think they want to encourage you to give them money.
