The Delta is just fine albeit downtown Winnipeg is something to be desired.
I would suggest just using Uber if you really do not need a vehicle as the parking garage can have numerous break ins.
I find the rooms to be clean and modern - bathroom might be slightly small but the heated bathroom floors are nice They have a small club lounge that will serve breakfast - nothing fancy but does the trick if you are not a huge breakfast eater.
A lot of my upgrades were just to a club floor and rarely given a suite. Club Floor room is just fine for me. Most if not all rooms also have a balcony which is nice if that is what you like.
Several restaurants in the area if needed.
You should be fine and probably my first choice in downtown Winnipeg - I would stay here before I would stay at the Fairmont.
