Unless you were explicitly advised at the point of purchase there was a catering risk, I'd expect (and ask for) 20K avios and see what happens. It's not reasonable to expect customers to understand the minutae of BA's internal operations/cost cutting is in our DNA mindset. For 99% of passengers outside of the US, business class = a meal.
