No.
No airline has a requirement to provide a lounge where they operate business class flights.
VA have chosen not to offer 3rd party lounges for VA international flights. Before CV19 they did.
The current VA lounge policy has been in place since VA2.0 was established (new owners) post CV19 administration. Would expect you purchased your ticket after CV19.
