Never expect anything extra (the Amb upgrade does not apply to suites, only rooms technically) but I have gotten extra upgrades on the CSU. Lisbon comes to mind where I CSUed a classic room to a junior suite, a day before arrival I saw they put me into a Prestige suite which was awesome. I was Diamond Amb so don't know if that played into it.
As I said, don't expect anything, the good ICs usually try to do something extra when they can. Have no experience with the Willard unfortunately.
