Without NEXUS, CBSA summer afternoon arrivals backup from arrivals hall into the arrival corridors. After you claim bags there is a line exiting Canadian customs in the summer unless you have NEXUS. Getting to this point could take >60 min.

You then have to recheck bags (check with airline but 60 min cut off) and go thru security. That could take 20 minutes easily even with GE. Only after you get thru security is when CBP inspection is quick due to GE.
