I feel like this has existed for many years and is the norm. I’ve been a Globalist since 2018 and have been upgraded to many “Junior Suites” in all that time.

For me I believe the quintessential difference would be a “Suite” in hotel terms contains a couch and at least 2 TV’s. These are the only two commonalities that I’ve noticed across all properties.

I know I’ve had Junior Suites in California that are smaller than one of the remodeled base rooms at Rio. I also feel (which is subjective) based on my experiences that the smallest suite will be at least 30% larger than a base room. That kind of reiterates OP’s point though about suites just being larger rooms.
