I assume you mean MCE (Main Cabin Extra)? AA’s Buy on Board options range from slim (Pringles, cheese “plate” - really a box) to non-existent. As said above, your best option is to buy in advance, though if you have 30 minutes before boarding (i.e., close to an hour layover) you should have enough time to buy something in DCA.
