Basic Economy tickets (cash or award) have had a fee to rebook/ became possible to rebook them for awhile. Before CV19 they were use it or lose it, after CV19 fir a period you could rebook for free. However when DL went to imposing restrictions again,BE tickets became changeable but for a fee.

Now it depends on origin/destination if are changeable for fee or not at all.
