Nope because people will just rip the tags off, the same way yellow tag for the small bag doesn't work and people remove them.
It adds complexity with the process, but ground operations would need to scan luggage when they go in the hold and make sure every gate-checked bag is accounted for. The flight doesn't leave until they've been given up.
