Well, no need to be sarcastic. I would think this is either worded clumsily, or it is an exception to the general rule stated on the front page:
Fly with any airline and in any class and enjoy the lounge.

Edit: looks like there is an exception for all three PG lounges, perhaps due to size - the international lounge page states "due to airport authority restrictions"...
