The HK-US air services agreement is far more liberal than the China-US air services agreement, so CX was able to simply relaunch previous routes.
The Russia issue didn't surface until around Q2 23. In order to end that stalemate, CAAC agreed to refrain from overflying Russia with new frequencies, but got to keep using Russian airspace with existing flights (only a handful, actually).
You're right that CX hasn't come up in that conversation (at least, publicly), but I don't think it's a coincidence that NY frequencies have remained stagnant since the US3 complained. I'm pretty sure the same goes for other carriers that overfly Russia when leaving the US too.
