The CX staff manning the front desk are normally very professional and know the rules very well. I've seen them tackle all sorts of DYKWIA and complicated ticketing. Was the staff relatively new? I'd be surprised if it's one of the gold jackets.
My understanding of the OW agreement is that for J lounges the operating carrier always pays for access. For F lounges accessed by virtue of being OWE, the FF programme pays whereas when accessed due to being ticketed in F, the operating carrier pays.
So in the QF lounge (J) the operating carrier would always be charged for access. It might be that there is some sort of special arrangement but I would doubt this given that both CX and QF operate their own lounges at T3.
