I did not go into the castle area so I have no idea about that. I did however visit the newly restored samurai house (buke-yashiki) outside the moat and from what I could tell the other tourists there were mostly elderly Japanese couples. I also took the Horikawa sightseeing boat and I was the only foreigner on that particular one at least.
