No idea about the rental car shuttles (sorry). But within a 5min walk of Avis or Hertz you can take the LGA's free bus (https://www.laguardiaairport.com/at-...on-airport-bus) or the M60 bus (https://new.mta.info/document/7631) both of which run 24hrs
