It's likely policed. They actively check boarding time and turned people away.
It's not "crowded" per say because they restrict access, and there's a wait list to get in, I was there around 5:45 and i had to wait 25 mins before i got let in, this was on a monday. Centurion Lounge was letting everyone in, my wife went to check it out and said it was very crowded inside. The food was somewhat better at the chase lounge.
Suggest you get on the wait list for the sapphire lounge and to into the CL lounge while you wait. they will text you when your table is ready.
