Well I guess any station can say it’s not operationally possible due to airport logistics. Maybe LHR say they recognize clean arrivals”in principle”, but the doors and corridors etc. just don’t allow separation of clean and unclean.

I do know that when Republic of Ireland arrivals started into LHR T5, it caused considerable hassle to re-model corridors and checkpoints to accommodate them.
