Yes this happens all the time in the US and lots of European airports. People stand at the front of the queue faffing to unpack their bag and leaving the conveyor belt leading into the scanner completely empty. If I am ready to go then I will always just skip ahead and place my bags on the conveyor. I don’t think I’ve ever bothered apologising.
