It's not possible to answer what will happen if you have to check in with NH without more information: is this a one-way or round -trip; if a round-trip, is this the outbound or the return; whose flight number is on the very first segment of the itinerary.

I am checking in with UA to begin my international itinerary, although my first leg is domestic. Hopefully, the Premier counter staff will give me the 3 bag allowance.

This is broadly oversimplified, to the point that it's dangerous advice on its own.

You are a UA Platinum member; you get 3x32kg bags checked luggage when checking in for a UA-oeprated flight. That's true whether it is international or domestic, and it's true to the bags' ticekted destination.

Now, you may get less weight / fewer pieces on the way back, if this is a round-trip ticket. But on the way out, you're checking your bags with UA, so you get 3x32kg as a UA platinum member. Not sure where the 3x23kg is coming from.
It's a one way itinerary. I'm not bringing 3 bags with me when I eventually return to the USA.
