I managed to apply for a second visa within the lifetime of the (used) first one. I had entered
and left through CGK's E-gates on that first visit: maybe that made a difference.
The E-gates are a great improvement to the entry and exit processes AND leave your passport completely unstamped. If your nationality/passport allow E-visa use, it makes up for any hassle involved in online applications.
