I get it now but if you want to go directly to Cebu directly you might as well fly a foreign Airline and avoid to transfer in Manila.
My brother's friend has family in that part of the Philippines he usually goes JFK-ICN-CEB KE/OZ BR/CI JFK-TPE-CEB SQ EWR/JFK-SIN-CEB another possibility it's this one EWR/JFK-HKG-CEB CX. The first one is the most commonly used United States South Korea Philippines CEB. You do need E travel paperwork for transfer in Manila on PR for MNL-CEB. Therefore Cebuanos to the US simply choose the East Asian Premium airlines direct to their Hubs to the US from CEB.
When flying directly to CEB just set it as your E travel entry and departure point
