Yes, there are multiple measures, but there's a time for the first bag out, a time for the last bag out, and a time for "bag delivery time" which is last bag minus actual in block time. For a given bag though, there is a time for that bag against in block time, and around 60% of those bags end up at the start of the carousel within 20 minutes at the moment, then appear to passengers a minute or so later. So the early NCL flight today BA1331 was due in at 09:30 (in block 09:29 so it was on time) at gate 2 - so not far to go to the baggage carousels. First bag was 09:40, last bag was 09:42. Every bag would be 100% inside the timeline, the baggage delivery time was 13 minutes 26 seconds on an A321 - probably not that much in the hold though. That's as good as it gets. I see today's Newark flight as another random example, that was gate 573, a bit awkward. First bag was nevertheless 26 minutes, over the SLA but it would have beaten most passengers to the carousels. Last bag 41 minutes.
