YOW - YUL has always been over $300+ one way. I don't recall seeing it cheaper than that but it's often sold for "free" when you are connecting onwards. E.g. YOW-YUL-CDG is often the same price (if not cheaper) as YUL-CDG.
YOW-YUL is too close to fly, even though I live close to the airport, I'd rather take the ~2 hr train than flying. Or just simply drive.
...which is likely why the airfare is so high; either because they know anyone trying to fly that route on its own is either highly price-insensitive, or because the airline sees it as taking away a seat they could have sold to an Ottawa passenger flying a higher-revenue route overseas.
Or both.
