Reality check... PHL has a fraction of the TATL traffic of JFK. Random date...
PHL - 11 Total TATL flights (including other OW)
JFK - 22 Total TATL flights (including other OW) PLUS 12 JFK-LAX/SFO PLUS 2 SA FLIGHTS
So that is 11 qualifying flights for PHL vs. 36 qualifying flights for JFK. That explains why JFK is the priority.
Even if you only count AA flights, JFK still significantly bigger. 12 TATL + 12 Transcon + 2 SA... 9 for PHL AA and 26 for JFK AA
