This doesn't ring true at all...in fact, it's the basis of your entire post. A first-level CSR will do whatever they can to shunt a problem off to someone else - and in this case they clearly succeeded. Thus, their agreement to compensation is baseless. Do you always provide compensation when someone does a favor for you? Doubt it. Move on, IMO...you'll save yourself further angst.
