The cash upgrade price you paid is for the room, it's in no way whatsoever a "lounge access surcharge". As far as I know, there is no such thing at Marriott - the only way to access the lounge is to be entitled to it, either through your status, or through the room category booked. The money paid put you in a significantly larger room (40 sq. meters vs. 30), more likely in a better position / view than the basic room category would put you in. It's as if you upgrade yourself to Business Class on a flight, and then insist on a refund of the upgrade fee because business lounge at the airport was closed. The rest of the service was delivered.
You were fairly (or even more so) compensated for the lack of lounge access already.
