No flexibility for mainline to express changes anymore?

I seem to recall reading on FT a while back that people had gotten full refunds for flights when they were changed from mainline to express under change of carrier rules; I just had a mainline flight switch to express and called to ask for a change on a BE ticket.....I didn't ask for much, just to switch to the next flight on the same day operated by UA mainline, but they were adamant that no free changes could be made unless there was a >30 min schedule change....do I need to push harder or is this just the way it is now?
