You are correct. Terminology aside, OP of this thread was quoted
~ $1565.00 (USD), all as excess baggage since he had zero allowance. This was for two normal pieces of luggage, which totaled 39kg.
$1565 to me is a steep "Lets roll the dice" gamble- especially if the travel documents clearly state "Checked Baggage Allowance - Not Included."
