Definitely poor form. That said, there are reports of this happening to people when booking direct at Hyatt, Hilton, and Marriott. Also - I am VIP Platinum with Agoda and have used them for 20+ reservations over the prior year without issue. So while your experience really bites (I'd be pissed too), it is not something endemic to Agoda - but rather the property that is likely trying to cancel low cost reservations (and not Agoda). As I said, there are reports of it happening within all the networks.
