The VS website says we get two items of hand baggage, one a personal item like a purse, and the other a hand bag sized 23 x 36 x 56cm (that's around 9 x 14 x 22 inches) or smaller.
But the hand bag can't weigh more than 10 kg (22 pounds)!
Our carry on bags may be a bit bigger, and definitely will weigh more!
Does VS really enforce this? I suppose we can check the bags if necessary.
If the flight is very busy and the bags are clearly bigger, then yes. Most of the time, it won't matter.

At worst you will be asked to check them in, so as long as you haven't used your checked allowance you will be fine either way.
