STS has only 5-6 departures and corresponding arrivals a day, so ATC reduced arrival and departure rates due to weather conditions should not be an issue.
Indeed, bad weather coming into the Bay Area would cut way in favor of STS over SFO. The relatively short flights are the first to be held up in bad conditions at SFO. Similar short flights would probably have no issues flying into STS.
