No. I fares on BA are anything between fully flex and fully inflex depending on where and when you purchase them.

The cheapest business class I fares for round trips from the UK are almost always completely inflexible, perhaps that is what you have been hearing about, but I have very often booked from the EU with a €100-300 change fee or even ex Cairo with no change fee at all.

Read the fare rules carefully. Get these either by using ITA-matrix or ExpertFlyer. The airlines often only provide abbreviated information before booking.
