"I" class business fare - is it always inflexible?

Apologies if this is a daft question. Is "I" business class always non-refundable?
Just thinking of booking a Qatar-operated one-way flight from Singapore via the BA website (better value than QR website currently).
The fare class on the BA website comes up as "I", which I understand is usually non-flexible.

However, the fare conditions pop-up says:

Refunds

If the booking is cancelled before the first flight, a cancellation fee of SGD100 per direction applies. At any other time there are no refunds except for any government & airport taxes..

Service fees

To cancel your booking it is SGD25 online or SGD75 by phone. To make changes to the date/time it is free online or SGD75 by phone.

So, is "I" class always non-refundable or would the above suggest this booking could be cancelled for a small fee? Many thanks in advance...
