Based on my recent trip, there is no preferred treatment for UL Business Class pax on arrival (but there were no lines at all when I arrived). Departure "Silk Road" seems to be explicitly for UL flights only - the agents had a print out list with the few UL flights leaving and the pax booked in Biz on those flights, and manually checked me against that list.
